Japan: Labour unions file ILO complaint over inadequate protections for spot workers

At a press conference held at the Ministry of Health, Labour and Welfare press club, the Tokyo Public Service and General Workers’ Union and the General Support Union announced that they had submitted a complaint to the ILO International Labour Standards Department concerning rights violations and deficiencies in the legal framework relating to spot work. The complainants filed the representation under Article 24 of the ILO Constitution, arguing that the Japanese government is failing to properly comply with ILO Conventions and calling for improvements to the system in line with international standards. The key issues raised in the complaint include the need for adequate worker protection that reflects the realities of spot work, problems arising from workers being excluded from social insurance and other protections as “informal employment”, ensuring occupational safety and health, and guaranteeing collective labour relations. The complainants also referred to the “Decent Work in the Platform Economy Convention (No. 193)”, adopted by the ILO Conference in June 2026, as a basis demonstrating emerging international consensus on issues such as transparency in algorithmic management and ensuring access to remedy.
