[Cambodia]: The Arbitration Council issued a blistering decision Tuesday against the Raffles-owned Hotel Le Royal, saying that management illegally fired striking workers and forged a bogus collective bargaining agreement as part of a strategy to undercut the hotel's unionized workers.
