The complaint relates to two large paper pulp projects, sponsored by Grupo Empresarial ENCE – a Spanish firm – and Oy Metsa Botnia – a Finnish firm – on the Uruguayan side of the Rio Uruguay...The consultation and disclosure processes related to approvals for these projects give the impression of being rushed, and presented as a fait accompli to those being consulted. Too little emphasis has been placed on the trans-boundary nature of the possible impacts of these developments and there has not been sufficient acknowledgement of the legitimacy of concerns and fears of communities that are local to the project.
