The International Code of Conduct for Private Security Service Providers Association (“ICoCA”) is seeking new leadership as it moves to a fully operational organization with responsibility for oversight of participating members in a USD100 billion industry sector with global reach.
The ICoCA’s Executive Director will lead a 10 person Secretariat of this multi-stakeholder organization in efforts to promote the responsible provision of security services and respect for international human rights and humanitarian law.
About the International Code of Conduct: The ICoC was adopted on November 9, 2010 and is based on the “Montreux Document on pertinent legal obligations and good practices for States related to operations of private military and security companies during armed conflict.” The aim of the ICoC is to raise standards globally across the PSC sector, in order to ensure that the actions of private security providers do not contravene the norms of human rights or international humanitarian law and have a positive impact on the enjoyment of human rights by individuals affected by their work.
About the ICoCA: The ICoCA is governed by a tripartite board of governments, member companies and civil society, and its membership, which currently includes 92 private security companies from 30 countries, 7 governments, and 18 civil society organizations. The ICoCA ensures effective implementation of the ICoC through three key processes: certifying that companies have systems and policies in place consistent with the ICoC; in field and desk based reviews of member company implementation of Code commitments, and facilitating access to effective remedy for individuals harmed by actions of member companies that are inconsistent with ICoC commitments.
The key challenges and opportunities facing the incoming Executive Director include: standing up to the core functions of the organization; expanding the current government and industry membership; ensuring a wider and more diverse base of financial support going forward; and working to promote wider awareness of the ICoCA among private security companies, governments, and industry clients, to ensure greater alignment of procurement policies and company due diligence with ICoC objectives.

Executive Director Position: Pursuant to the Articles of Association of the ICoCA, the Executive Director reports directly to the ICoCA Board of Directors and is responsible for key tasks and milestones associated with the operations of the association, including the management of the ICoCA Secretariat.
Location: the successful applicant is expected to be based in Geneva, Switzerland.
Responsibilities of the Executive Director include:
Assisting and supporting the Board of Directors in the exercise of its functions and responsibilities;
Facilitating sound strategic planning to ensure the ICoCA’s overall effectiveness, integrity, and sustainability;
Supporting the implementation of operational policies, procedures and protocols;
Managing the implementation and development of certification, monitoring, reporting, performance assessment and complaint functions;
Directing all program components, including oversight and coordination of ICoCA working groups and committees;
Ensuring collection of participant dues and managing resource development / external fundraising efforts;
Managing the financial and administrative elements of the ICoCA;
Assisting with recruitment of new participants (company and non-company) and managing membership;
Conducting stakeholder outreach and identifying collaborative opportunities;
Developing best practices guidance and tools and a shared learning program, including the creation of relevant human rights resources;
Promoting the ICoC and the ICoCA;
Acting as spokesperson for the organization and coordinating external communications, including representing ICoCA in the media and at public speaking engagements;
Overseeing planning of and support for meetings of the Board and of the Plenary;
Recruiting, hiring, and supervising staff;
Overseeing publishing of annual reports on the ICoCA’s progress;
Undertaking other tasks contained in the ICoCA’s work plan or as directed by the Board.
The Executive Director position is designed for candidates with significant relevant experience. An ideal candidate would have:
A demonstrated commitment to the goals of the ICoCA;
Seven or more years of directly relevant experience in the private security provider, human rights and international humanitarian affairs, and/or corporate accountability sectors;
Experience with addressing the needs of a diverse, global group of stakeholders, including expertise in stakeholder engagement and exposure to multi-stakeholder initiatives;
Demonstrated leadership, management, organizational, fundraising/foundation relationships, and media/communications experience;
An entrepreneurial and collaborative working style;
Strong verbal and written communication skills;
Fluency in English and another widely spoken language (French, Arabic or Spanish)
Other relevant skills:
Experience in a multi-stakeholder initiative and/or nonprofit environment;
Experience in successfully recruiting and expanding global membership among governments, companies and civil society organizations;
An advanced degree in law, public policy, business or other relevant field.

Compensation: Compensation will be commensurate with experience, and is competitive with public interest and not-for-profit pay scales.
